For example, tuition is $6999+tax. ($5999 during Free First Class Promotion) If you receive $4000 from the American Job Center, and $1000 from HCAP, that leaves only $1499 left over. If you receive both a grant and scholarship from CCOP, your tuition balance is about $499.
If you are unemployed, you might qualify for most of these programs. In most cases, these programs will cover most or all of your college tuition without having a FAFSA or taking on Federal student loans.
